Why do Bret Hart vs. Goldberg matches always have to be so weird?

It's basically how the WCW storyliners wanted to book their matches and promote their feud after Goldberg was knocked out in a segment on Nitro back in March 1999.It was to emphasize the heat and rivalry between them.
