Does the Creation Museum in Kentucky promote a high-speed "Super-evolution" to explain why a smaller number...?

As I recall most tend to believe that before the flood there was a sphere of ice or water surrounding the planet. This protective barrier was gone after the flood and the increase in the sun's radiation caused increased rate of mutation and thus evolution but only microevolution. I seem to recall justifying it this way back when I was a creationist. Now I just accept evolution and try and reconcile God and evolution.
