It sounds like you will have to toe the line very carefully in representing Nepal. I can tell you from representing countries with similar contradictions, there has to be a reason. From what I gather, Nepal is trying to support Israel, but cannot be seen by the international community as supporting humanitarian violations. Though Nepal may support what Israel is trying to accomplish, it may not support the blockades, violence, and lack of negotiations throughout the Gaza Strip. Hope this Helps!
