Is AT&T's unannounced switch from unlimited data to 2 gigs legal?

Unannounced? Google it. It was everywhere back when it happened. And you didn't loose anything. The line is new. Therefore, it was only ever eligible for a 2gb data plan. Since you clearly had an account with an unlimited plan, you can swap the phone back to it.
