How could a christian argue that god does not send people to hell?

Hell is eternal separation from God. If a person chooses not to have God in their earthly life, why would they want to be with Him forever in heaven? They wouldn't choose Heaven so God send them to hell. What Satan does to them there is up to him. God doesn't live there and isn't in control there. Satan is. hell is your choose no one else's.
