Can I fly myself and my newborn back to states without pport for newborn?

Im a military wife thats with a nut job and i need to fly back ASAP i just had a newborn and need to know if i can fly out to the US without pport for her i live in okinawa someone told me to have proof of birth letter which would be her footprints that has the name of the hospital she was born in someone please help
